APD said patrol officers were on the 1400 block of Martin Luther King Drive around 3 p.m. when they stopped to investigate a suspicious vehicle and a person "loitering in the area."
Rafael Jose Heredia, 30, was arrested and charged with drug possession with intent to deliver and related counts, police said.
He's being held in lieu of a $50,000 bond and has a preliminary hearing on April 5, court records show
